Butter, margarine, and ghee are three spreadable fats competing for the same shelf and often the same applications. In kosher terms they do not sit together at all. Butter and ghee are dairy — ghee is simply butter with the water and milk solids cooked out — while margarine is formulated as a non-dairy alternative but can still acquire dairy or dairy-equipment status through its ingredients or its production line. In this category the kosher question is almost never about the fat, and almost always about what sits alongside it.

Where each product lands

  • Butter is dairy. It is also not always a one-ingredient product: cream can come from cheese manufacture, “natural flavor” on a butter panel can be a dairy-derived flavor, and USDA grades are scored on taste rather than on cream source.
  • Ghee is dairy. Clarifying removes water, lactose, and casein, none of which changes the status of the milk fat that remains.
  • Margarine is potentially pareve. Its status rests on its emulsifier source, its flavor chemistry, and the dairy history of the line it runs on. A dairy-free or vegan claim on the package does not establish it.
  • Plant-based butter is potentially pareve. It is reviewed like margarine, with added attention to flavors, enzymes, cultures, and acidulants — the routes by which dairy status reaches a product containing no milk.
  • Butter and margarine therefore carry opposite certification risks, and knowing which one applies to your product is most of the work.

This guide is written for manufacturers and brands in fats and spreads — butter and cultured butter, ghee and clarified butter, anhydrous milk fat, stick and tub margarine, shortening, and plant-based butter — including companies producing through co-packers and shared facilities.

Butter looks like the simplest food a certifier could be handed — cream, sometimes salt — but can conceal a cream-sourcing question, a flavor question, and a culture question the label does not disclose. Margarine looks like a plant product but can acquire dairy status through an emulsifier, a flavor, or a shared chilling line.

01What makes butter, margarine, and ghee different from a kosher standpoint?

These three products are unusual in that the kosher question is almost never about the fat and almost always about what sits alongside it. Milk fat and vegetable oil are both unremarkable raw materials. What creates the file is the cream’s origin, the emulsifier’s origin, the flavor system, and the equipment history — none of which is visible in the finished product, and all of which has to be established from supplier documentation.

02Which product raises which issues?

03What documents does a fats and spreads review run on?

A fats and spreads review runs on five documents, whichever of these products you make. The rest of this article explains why each one matters.

  1. Cream or milk fat source documentation, identifying the producing dairy.
  2. Current certificates for every culture, flavor, enzyme, and acidulant — the categories that most often require review in this category.
  3. Oil and hardstock specifications, naming the site that hydrogenated or fractionated them.
  4. Emulsifier source declarations, distinguishing vegetable from animal origin.
  5. Your co-packer’s line history and production schedule.

04Why isn’t butter automatically kosher if it’s only cream?

Butter is not automatically kosher because “cream” on a butter panel does not identify which cream. There are two industrial creams.

Sweet cream
The fat separated from milk. It raises no question the milk itself does not raise.
Whey cream
The fat recovered from cheese manufacture — either from the whey itself, or from the hot water bath used to make pasta filata cheeses like mozzarella stretchable, where fat leaches out of the finished cheese and is recovered.

Cheese carries kosher requirements that milk does not, so butter churned from whey cream, or from a blend containing it, inherits questions settled two plants upstream at an operation the butter maker may have no relationship with.

What the upstream cheese questions actually are

Those upstream questions have a consistent shape, which is worth knowing even though you will not answer them yourself. One concerns the cheese’s own ingredients, particularly the rennet used to set it. The other concerns heat history — whether the whey was held with the curd, or the cheese bathed in cook water, at temperatures high enough to carry the cheese’s status into the recovered fat. Where the threshold sits, and how much weight each question carries, is an agency determination, and agencies do not draw the line identically.

Why the USDA grade does not answer it

The USDA grading system does not settle this, because it grades on taste rather than on inputs. The milder the flavor, the higher the grade, regardless of which cream was used — and butter makers are practiced at blending whey cream to land a Grade A or even a Grade AA product without starting from pure sweet cream.

The grade is a quality mark, not a source document.

European regulation at least names the distinction, treating whey butter as a product category in its own right rather than folding it into butter generally. In the United States, whey cream is not always separately declared on a panel; a product containing it can list cream and nothing more.

Two additions compound this. Cultured butter is made by ripening cream with bacteria that convert lactose into lactic acid, and the culture — like any manufactured additive — requires its own review, including how it was propagated. And where a butter panel reads “butter flavor” or “natural flavor,” the ingredient behind it can be starter distillate, which is distilled from cultured skim milk and is itself a dairy ingredient. A butter that appears on paper to be cream and salt can carry three separate supplier certificate files.

05What can make a margarine dairy instead of pareve?

Five things can make a margarine dairy instead of pareve: emulsifiers, flavors and fermentation ingredients, oils and hardstock, vitamin and color premixes, and the equipment it runs on. None of them requires milk to appear on the label, and the fat blend itself is rarely the part at risk.

Pareve means neither meat nor dairy, and for a margarine it is the designation the certification exists to secure: a kosher bakery cannot put butter in anything served after a meat meal, and pareve margarine is what makes those products possible. A margarine designated dairy cannot fill that role, and neither can one designated DE — dairy equipment, meaning a product made on equipment carrying dairy status. DE is a distinct designation from dairy, but it is not pareve either.

The first four are ingredient questions, answered by which suppliers you choose. The fifth is an equipment question, answered by which co-packer you choose. Both decisions are typically made long before anyone applies for certification, which is why they are worth understanding before you sign a supply or co-packing agreement. Emulsifiers

Mono- and diglycerides — along with their relatives, including lactylated and ethoxylated variants, polyglycerol esters, and sodium stearoyl lactylate — are built from fatty acids and glycerin that can come from vegetable oil or from animal fat, and the specification sheet routinely will not say which.

What resolves it is a current certificate naming the emulsifier producer. What does not resolve it is a conversation about the finished product, which is why this is a recurring cause of delay in a margarine file.

Flavors, enzymes, and cultures

Butter flavor is built to imitate dairy, and it can be built from dairy: butyric acid, the compound carrying a butter note, exists in both synthetic and butter-derived forms. Concentrated butter flavors are also produced enzymatically, by treating butterfat with lipase to make lipolyzed butter oil. The lipases most widely used for this in the dairy sector are pregastric esterases recovered from the tissue of calves, kid goats, and lambs, which makes the enzyme a separate question from the fat it acted on — and lipolyzed butter oil is used as a flavor booster in non-dairy products as well as dairy ones. Fermentation is the third route through the flavor system. Lactic acid, cultured dextrose, and the starter cultures used in plant-based butters all involve it, and a fermentation ingredient can carry dairy status forward through its growth medium even where the finished ingredient contains no milk. Some labels now mark lactic acid as non-dairy in a parenthetical, which is a useful signal of how live the question is.

Oils and hardstock

A margarine’s oil phase gets reviewed one tier upstream because a spreadable product is not made from a single oil. It blends liquid oil with a hardstock — a harder fat providing structure, produced by full hydrogenation, interesterification, or fractionation.

Those are refinery and oleochemical operations, and hydrogenation reactors, deodorizers, and fractionation trains can process animal fats among their feedstocks depending on the site, so a certificate on the oil blender does not by itself cover the hardstock producer. Vitamin and color premixes

The oil-soluble additives carry the same problem in miniature. Vitamin A can be supplied in a beadlet form whose encapsulating matrix needs review, and gelatin appears in some encapsulation systems without appearing on the panel of the product it goes into. Beta-carotene and annatto arrive as suspensions, where the suspension medium, not the pigment, generates the question.

06Where on a margarine line does kosher status actually get decided?

Kosher status on a margarine line is decided in the premix tank and the chilling train, because that is where heat and shared use coincide. A margarine plant combines a separately prepared oil phase and water phase into an emulsion held warm in a premix tank — typically somewhere around 50 to 60°C, though it varies by formulation — then pumps it through scraped-surface heat exchangers, often called votators, which chill it sharply while rotating blades keep crystals off the wall. The chilled emulsion passes through a crystallizer and a resting tube before filling.

Two features of that description matter to a certifier. The emulsion is hot when it enters, which is the condition under which equipment takes on and passes along the character of what it held. And a single line is often asked to run more than one formulation — a dairy-containing spread and a pareve margarine, or a butter blend and a plant-based butter — because the assets are expensive and the formulations are close cousins.

When butter runs on a margarine line

The two products are also converging on this equipment. Some butter is now made by separating butterfat with high-speed centrifuges and chilling it in a votator rather than churning it, which means a plant can run butter and margarine through the same class of line.

Changeover, kashering, and DE

That is what makes changeover the substantive question in a margarine facility review. The issue is status, not sanitation: a line that has run a dairy formulation carries that designation forward unless it is kashered, which for a closed, CIP-capable votator train is generally practical but is a scheduled operation with a mashgiach present, not a cleaning step.

Plants resolve this by sequencing pareve production first, by dedicating a train, or by accepting DE status where the market does not require pareve.

That is a business decision, and it is cheaper made before the line is built out than after. The same trade-off governs any shared line where a dairy and a pareve version of the same product compete for equipment — it is the central question in cookie manufacturing and in plant-based protein as well.

07Why is ghee’s supply chain harder to document than butter’s?

Ghee’s supply chain is harder to document because the company selling the ghee is often not the company that made the butterfat. Ghee is produced by simmering butter until the water is driven off and the milk solids precipitate and lightly caramelize, then filtering and packing — a straightforward operation a brand can run in a modest facility. The butter or anhydrous milk fat going into the kettle, however, is a globally traded commodity. AMF moves in nitrogen-flushed drums and is produced at scale in New Zealand, Australia, and Europe, with India both a major producer and a large net importer.

Butter versus AMF as a starting material

There is a further wrinkle here, and it connects back to the cream question that opens this article. Butter oil and anhydrous milk fat are produced by heating butter to drive off curd and moisture, and the butter selected for that purpose is chosen for yield rather than flavor. Whey butter is a case in point: its flavor is strong enough that it is generally not sold for direct consumption, which makes concentrated milk fat one of its natural destinations. International standards set anhydrous milk fat at a minimum of 99.8 percent milk fat and butter oil at 99.3 percent, and neither figure says anything about which cream the fat came from. That is a question to put to your supplier rather than an assumption to make about the category.

The receiving control

As a matter of certification practice, the resolution is the same one that governs other imported commodities: what a manufacturer is asked to hold is a current certificate from the supplier it actually buys from, naming the specific item. Tracing further upstream is the certifying agency’s responsibility. What the manufacturer owns is the match at receiving — certificate to label to lot — which is exactly the control that catches a substituted shipment.

That control has a second value here. Ghee is among the dairy commodities most exposed to economic adulteration, and food safety enforcement in major producing markets has repeatedly involved ghee blended with cheaper vegetable fats or with animal tallow. The compositional standards in those markets carry dedicated adulteration tests for exactly this reason — screening for vegetable sterols that should not be present in milk fat — because the substitution is invisible without laboratory work. A kosher program does not test for this, but the documentation discipline it imposes — approved suppliers, item-level certificates, matched receiving — is the same discipline that surfaces an unexplained substitution.

The clarifying step, and why ghee stays dairy

The heat step adds its own item. Because clarifying drives off moisture at temperature, the kettle or evaporator itself has to be verified, which is one more piece of equipment in the review than a butter churn would require.

It also catches formulators new to the category that removing water and milk solids from butter does not make ghee pareve. Lactose-free and casein-free are claims about the non-fat fraction. The fat is milk fat, and ghee is a dairy product for kosher purposes however thoroughly it has been clarified — one of several reasons a product can be accurately labeled free of dairy allergens and still be certified dairy.

08What does certification actually look like for a fats and spreads company?

Certification here begins with a supplier-by-supplier review of the fat and the oil phase, and for most applicants that is the longest step. For a butter or ghee producer it means cream or milk fat source documentation plus certificates for any culture, flavor, or acidulant. For a margarine producer it means the oil blend, the hardstock one tier up, the emulsifier with a source declaration, the flavor system, and the vitamin and color premixes. The delay is rarely a refusal; it is waiting on a source letter.

The facility review then focuses on what the plant shares. A dedicated pareve margarine operation with certified oils is one of the more straightforward files in food manufacturing. A plant running dairy spreads and pareve margarine on the same chilling train, or a butter facility also handling whey cream, moves the review onto changeover, kashering, and scheduling. Supervision follows from the process. The mashgiach is the kosher supervisor assigned to your facility, and the recurring attendance points here are receiving verification for cream and milk fat, and kashering ahead of a pareve run on shared equipment. Routine margarine production on a dedicated line generally does not require attendance at every run.

10Frequently asked questions

Is butter kosher without certification?

Butter is not reliably kosher without certification, because the panel does not disclose the two things that matter: whether the cream is sweet cream or whey cream recovered from cheese manufacture, and what sits behind any declared flavor or culture. A USDA grade is scored on flavor rather than verified against inputs, and is not a cream source declaration.

Is ghee pareve because it has no lactose or casein?

No. Ghee is clarified butterfat, and milk fat is dairy for kosher purposes regardless of how completely the water and milk solids have been removed. Lactose-free and casein-free describe the non-fat fraction and are nutritional claims, not kosher designations. Ghee is certified as a dairy product.

Can margarine be certified pareve if it’s made at a dairy co-packer?

Sometimes, and it depends on the equipment and the schedule rather than the formula. Where a shared line ran dairy under conditions that transfer status, the product is typically designated DE — dairy equipment — rather than dairy, and neither is pareve. A genuinely pareve run means kashering the relevant equipment and scheduling behind it, which for a closed votator train is usually workable but is a supervised operation.

Does a vegan or dairy-free label mean a spread is pareve?

No. Vegan and dairy-free are formulation claims made by the manufacturer; pareve is a kosher designation that also accounts for flavor systems, enzymes, cultures, acidulants, and the dairy history of the production line. A product can be accurately labeled vegan and still be certified DE, or not be certifiable as pareve at all.

Is Grade AA butter kosher?

Not by virtue of its grade. Grade AA indicates butter quality, not kosher status or cream source — grading scores flavor, body, color, and salt rather than verifying which cream was used. Kosher review still requires documentation establishing the cream source and any cultures or flavors.

Does anhydrous milk fat need its own certification?

Yes. AMF is clarified milk fat — dairy, like the butter it came from — and it is a traded commodity that may pass through repackers before reaching you. The certificate needs to name the specific item and the supplier you actually purchase from.
